<P>PROBLEM TO BE SOLVED: To prevent a blade from being turned up even by long-term use or in various environments. Ž<P>SOLUTION: The image forming apparatus 1 includes a developing device 32 storing toner and forming a toner image on an image carrier, a transfer belt 41c having an elastic layer and transferring the toner image formed of the toner to paper, and the blade 51, which is brought into contact with the transfer belt 41c and removes toner remaining on the transfer belt after transfer of the toner image.
