<p><P>PROBLEM TO BE SOLVED: To provide an device and a method for forming a receipt signal for reducing a defect in a conventional technology. <P>SOLUTION: In the device for forming the receipt signal, a processor is subjected to clocking by a processor clock signal, woken up from a stationary state on the basis of an interruption command, processes the command in an operation state, and forms a receipt signal synchronized with the processor clock signal after processing the command or during the processing of the command. At least one of peripheral devices is subjected to clocking by a peripheral device clock signal passing over not synchronized with the processor clock signal, and transmits the interruption command to the processor in synchronization with the peripheral device clock signal.
