<p><P>PROBLEM TO BE SOLVED: To restrain positional dislocation from an initial fixing place of a vacuum heat insulating material, without limiting a shape and the size of the vacuum heat insulating material by a position of a window part for injecting a resin liquid of foaming polyurethane. <P>SOLUTION: This heat insulating plate 10 includes a case 11 smaller in the thickness A direction than a width B and the length C, and the vacuum heat insulating material 14 having at least one surface brought into close contact with a surface 12 formed in the case 11 by the width B and the length C and arranged by forming a space 13 on one side in the thickness A direction.
