<P>PROBLEM TO BE SOLVED: To provide a dither matrix creation method for creating a dither matrix that processes pseudo halftone without loss of tone number in multiple development of regular developing method. <P>SOLUTION: The thresholds of each squares of a first dither matrix that corresponds to more tone numbers than an original image are converted respectively so that they are corresponded to the same tone number as the tone number of the original image, so as to create a second dither matrix. On the basis of the result of a printed test image based on the second dither matrix, an upper limit value (68 in Fig.12, for example) of a weakened tone area in the first dither matrix is predetermined, and thresholds in all squares wherein thresholds in each squares in the first dither matrix are less than the upper limit value are converted into zero.
