PROBLEM TO BE SOLVED: To provide a developing device 1 capable of preventing scattering of toner from a casing 11 by means of a sealing member 16 and, at the same time, capable of suppressing developing failure and toner leakage resulting from scraping of toner with a sealing member 16. SOLUTION: In the entire area of the surface of a toner carrier roller 2, a voltage is applied to a conductive sealing member 16 opposite to an area closest to at least the sealing member 16. Thereby electrostatic force is applied to toner in a direction in which the toner is relatively separated from the surface of the toner carrier roller 2 by an oscillating electric field. The developing device is provided with a second electric field generating means for generating an electric field between the sealing member 16 and the area closest to the sealing member 16 in order to relatively move the above-described toner in a reverse direction against the electrostatic force.
