PROBLEM TO BE SOLVED: To provide an aqueous organic-inorganic composite composition can easily mold an organic-inorganic composite material having excellent weatherability, chemical resistance, optical characteristics, antifouling properties, defogging properties, antistatic properties and the like with a reduced environmental load without using a special device and having excellent film forming properties and moldability. SOLUTION: The aqueous organic-inorganic composite composition includes a metal oxide (A) having 1 to 400 nm particle diameter and polymer emulsion particles (B). The polymer emulsion particles are obtained by polymerizing a hydrolyzable silicon compound (b1) and a vinyl monomer (b2) having a secondary and/or tertiary amide group in the presence of water and emulsifier. A mass ratio (b1)/(b2+b3) of the amount of hydrolyzable silicon compound (b1) to the sum total amount (b2+b3) of the vinyl monomer (b2) having the secondary and/or the tertiary amide and an another vinyl monomer (b3) copolymerizable therewith which are in the outermost layer of a core/shell structure of the polymer emulsion particles formed from two or more layers and having 10 to 800 nm particle diameter is 0.1 to 0.6.
