<P>PROBLEM TO BE SOLVED: To correctly calculate initial transmission power for up data during the hand-over of a terminal. Ž<P>SOLUTION: A radio communication system comprises a terminal and a base station which reports electric power information on the base station itself to the terminal. The terminal includes a prediction unit which predicts next timing when the electric power information is reported, based on the report period of the electric power information from the base station during the hand-over, and a switching unit which performs switching on the base station as a hand-over destination, before the predicted timing during the hand-over.
