<P>PROBLEM TO BE SOLVED: To easily detect or monitor the operation condition of a polarization scrambler used to avoid deterioration of SNR of signal light caused by polarization variation in a WDM system. <P>SOLUTION: An apparatus includes: a polarization passing device 14 that passes predetermined polarization light among output light from a polarization scrambler 11; and a detector 16 that detects modulation components depending on a frequency of a polarization control signal of the polarization scrambler 11 from the light passing the polarization passing device 14.
