PROBLEM TO BE SOLVED: To provide a developing apparatus provided with a toner conveying roller having a plurality of projections on its surface, an image forming device, and a manufacturing method for the developing apparatus for preventing the occurrence of toner leakage and filming or the like caused by adhesion of toner on a sealing member. SOLUTION: In this developing apparatus, the sealing member 47 abutting on a developing roller 44 having projections 441 and recesses 442 arranged regularly, is constituted of a material having high demolding performance. Concretely, the material having a contact angle of 105 or more with respect to water, for example, PTFE resin is used. When mounting the developing roller 44 in a developing device, the direction D8 of rotating the roller during through feed rolling is set to be the same as the direction D4 of rotating the developing roller 44 in an actual operation condition. Since a burr-like protruding part 446 generated during working is not abutted on a surface 471 of the sealing member 47, high wear resistance is not required for the sealing member 47.
