PROBLEM TO BE SOLVED: To provide a functional film appropriately developing functions of functional particles. SOLUTION: The functional film includes an oligomer or oligomer complex having a hydrophobic group or both of a hydrophilic group and a hydrophobic group, and functional particles. The plurality of oligomers or oligomer complexes are associated to form an oligomer molecular aggregate, in which the functional particles are held. The functional particles are held in a space formed by the hydrophobic groups of the plurality of oligomers or oligomer complexes in the oligomer molecular aggregate. The functional particles have a particle diameter of from 1 to 500 nm. The film further includes other functional particles having different functions from those of the above functional particles. The other functional particles have a particle diameter of over 500 nm.
