Provided is a radio resource selection method including: step A which semi-fixedly selects a radio resource candidate to be allocated to an uplink response signal indicating the reception state of a fixedly allocated downlink signal from a plurality of radio resources defined by a frequency and a code and selects a candidate of the allocation radio resource to be allocated to the uplink response signal from the radio resources; step B which reports candidate information relating to the selected allocation radio resource candidate; and step C which selects one of the allocation radio resources indicated in the candidate information reported in step B.
