PROBLEM TO BE SOLVED: To provide an image carrier protective agent for preventing abrasion and filming of an image carrier, contamination of a charging member, and toner slipping. SOLUTION: The protective layer formation apparatus 2 disposed to face a photoreceptor drum 1 includes: an image carrier protective agent 21, a brush roller-shaped protective agent feeding member 22, a pressing force applying mechanism 23, a protective layer formation mechanism 24 for reducing the thickness of the image carrier protective agent supplied to the surface of the photoreceptor drum 1, and the like. The image carrier protective agent 21 comprises a fatty acid metallic salt (A) and an inorganic lubricant (B). A mean particle diameter of the inorganic lubricant (B) ranges from 0.1μm to 14μm.
