<P>PROBLEM TO BE SOLVED: To achieve the desired improvement of fuel efficiency and reduction in exhaust emission by enhancing the determination accuracy of a fuel property. Ž<P>SOLUTION: A start control device controls ignition timing to air-fuel mixture in a combustion chamber 5 or a fuel injection amount from a fuel injection valve 11 during the transition period of a rotation speed until an engine rotation speed is settled to a given rotation speed after the startup of an internal combustion engine, and includes a timing rotor 51 mounted in a crankshaft 50 and a crank angle sensor 52 for detecting a crank angle in collaboration with the timing rotor. A crank angle when the timing rotor becomes a predetermined rotation angle during the transition period of a rotation speed is taken as a referential crank angle CA0. Crank angles sequentially coming at each rotation of the timing rotor from the referential crank angle are taken as crank angles CA1, CA2, etc. The ignition timing or the fuel injection amount is controlled on the basis of a time actually spent for advancement from the referential crank angle to each crank angle for determination during the transition period of a rotation speed.
