The present invention relates to a program downloader (23) providing functions that download an image in a target memory (15) of an embedded device (14) and perform sequential debugging. The wireless downloader (23) of the present invention includes: a wireless module (122) for wirelessly receiving an image which is to be stored in the target memory (15) of the embedded device (14); a download connector (126) for establishing the electrical connection with the embedded device (14); and an MCU (123) for controling the received image to be transmitted through the download connector (126) so that the received image may be sequentially recorded in the target memory (15) of the embedded device (14). The program downloading method of the present invention comprises: a first step (210) of receiving a message that reports the activation of wireless program downloader (211) and searching and displaying the activated wireless program downloader (23); a second step (220) of selecting from the searched wireless program downloaders (23) a wireless program downloader (23) to be programmed, then transmitting the selection information to the selected wireless program downloader, selecting a download mode, and transmitting a message relating to the download mode to the wireless program downloader (23); and a third step (230) of transmitting to the wireless program downloader (23) the image which is to be recorded in the target memory (15) of the embedded device (14).
