The device (10) has a sleeve (12) with a storage unit (30) for a loose substance. A handle (14) is provided with an applicator (16) for applying the loose substance. An impact unit i.e. bolt, is provided for producing a jerk with predetermined force on the storage unit in order to load the applicator with the portion of loose substance. The impact unit is made of the sleeve and the storage unit, which are pre tensioned against each other in a resting condition. The impact unit is driven by a predetermined relative movement between the sleeve and the storage unit.
