<p><P>PROBLEM TO BE SOLVED: To provide a snow melting material or a soil conditioner by mixing/drying concrete sludge which poses a problem as an industrial waste and a carbonized product and to contribute to the reduction of an environmental load by reusing it as a ready-mixed concrete raw material of a product corresponding to environment. <P>SOLUTION: The concrete sludge is mixed with the carbonized product, the mixture is dried, and pulverization adjustment is carried out, so that the snow melting material or the soil conditioner is produced.
