PROBLEM TO BE SOLVED: To make it possible to perform suitable elimination of distortion according to the degree of deterioration of a block.

SOLUTION: The degree of deterioration of a block is characterized by a difference at block re-encoding or the activity of the block. For example, a re-encoded difference calculation section 1023 calculates the difference between a block BLE re-encoded at a re-encoding section 1022 and a block BL encoded using orthogonal conversion. A class determination section 1024 determines the class of the block BL from a difference BLd calculated at the re-encoded difference calculation section 1023 and a distribution of activity Act calculated at an activity calculation section 1021. A part where mosquito noise is occurring can thereby be separated from a detail part. Consequently, distortion can be removed in such a manner that the mosquito noise is removed without collapsing the detail.
