PROBLEM TO BE SOLVED: To provide pre-expanded particles of a polypropylene-based resin, with which an in-mold expansion molded product is produced with low heating steam pressure, and the in-mold expansion molded product having a small coefficient of contraction and high surface neatness is obtained in molding the pre-expanded particles of a polypropylene-based resin with in-mold expansion. SOLUTION: The pre-expanded particles of a polypropylene-based resin comprise a polypropylene-based resin as a main resin material, which has a melt flow rate of 4 to 20g/10 min, a melting point of 144°C or lower, and a flexural modulus of elasticity of 600 MPa or more wherein the melting point and the flexural modulus of elasticity satisfy equation (1): [flexural modulus of elasticity (MPa)]≥31.19×[melting point (°C)]-3,500.
