<P>PROBLEM TO BE SOLVED: To achieve highly precise creation of an image dictionary without imposing any load on the collection of learning data. Ž<P>SOLUTION: An image area division processing part 12 divides each applied image of an image group for a dictionary into areas. A clustering processing part 13 performs clustering of the divided areas. A positive instance area cluster selection part 14 presents the area cluster of the clustering result to a user, and selects the area cluster becoming the positive instance according to an instruction from the user. A negative instance selection part 15 selects the divided area near the positive instance data as negative instance data from the divided area group in the image excluding the image including the area belonging to the positive instance area cluster. An image dictionary creation part 16 creates an image dictionary from the selected positive instance data and the negative instance data, and stores it in a dictionary storage part 17.
