PROBLEM TO BE SOLVED: To provide a key generating apparatus having sufficient resistance against backup restore attack. SOLUTION: The key generating apparatus includes a software storing part which stores software and software certificate information, a key generating part which generates a key using the software certificate information, an encoding/decoding part which encodes or decodes the information to be protected using the key, and a tampering verification part which verifies whether software has been tampered or not using the software certificate information.
