PROBLEM TO BE SOLVED: To provide an image creation device for displaying a specific pixel in an arbitrary lower layer without providing any priority parameter, and for displaying an image in the lower layer without being interrupted by an image having transparency information in an intermediate layer. SOLUTION: This image generation device is provided with: a plurality of image data storage means for storing image data holding the transparency information of the pixels for each pixel configuring the image data; an image composition means for combining one image data stored in the image data storage means with the other image data stored in the image data storage means; and a transparency information decision means for deciding whether or not the transparency information related to one image data and transparency information related to the other image data have prescribed relation about pixels to be combined by the image composition means. The image composition means combines the pixels according to a prescribed rule when it is decided by transparency information decision means that the transparency information related to one image data and transparency information related to the other image data have prescribed relation.
