PROBLEM TO BE SOLVED: To achieve a function of an ideal power supply that has an extremely low impedance value and an extremely small transmission coefficient value up to a band exceeding 1 GHz and cannot be achieved by a capacitor. SOLUTION: One portion of a lead frame is connected to an edge in a width direction of a second cathode foil in a low-impedance loss line and the entire center section of a first cathode foil each, the low-impedance loss line and one portion of the lead frame are sealed with a packaging resin 36, the lead frame is cut with an edge section left, and the edge section exposed from the packaging resin 36 is bent to form a power terminal 35 and a ground terminal 34, thus forming a low-impedance loss line component 37. The low-impedance loss line component 37 is mounted on a printed circuit board 38, the power supply terminal 35 is inserted into power wiring 40 in series via a via 41, and the ground terminal 34 is connected to a ground plane 39 in parallel via the via 41.
