<P>PROBLEM TO BE SOLVED: To provide an image forming unit and image forming apparatus, which satisfactorily maintain the quality of an image developed on a recording medium by absorbing and removing an external additive which is difficult to remove with a conventional cleaning member, by means of a cleaning member having air bubbles in its surface. Ž<P>SOLUTION: The image forming unit includes: a rotatable image carrier on which a developer image is formed; a charging member which is disposed in contact with the image carrier, thereby charging the image carrier; a cleaning means disposed in contact with the image carrier, thereby removing developer remaining on the image carrier. The cleaning member has a first cleaning member disposed upstream of the charging member in the rotating direction of the image carrier, and a second cleaning member disposed between the first cleaning member and charging member and having air bubbles in its surface.
