<P>PROBLEM TO BE SOLVED: To provide a photocatalytic base material which comprises a binder other than an Si-based binder as the binder for binding photocatalyst particles with one another and which has sufficient photocatalytic activity, sufficient performance of fixing particles and adhesive performance. Ž<P>SOLUTION: The photocatalytic base material has a photocatalyst layer comprising photocatalyst particles and the binder.
