PROBLEM TO BE SOLVED: To provide a structure which has high reliability in joining an optical element and to provide an optical component. SOLUTION: The structure 10 has a mounting part 2 to mount the optical element 4 on the upper surface of a substrate 1. The upper surface includes: a first area 3 provided in part of the mounting part 2, and a second area 1b provided adjacent to the first area 3 and having surface roughness smaller than that of the first area 3. The degree of oxidation in the first area 3 is higher than that in the second area 1b. In the structure 10, it is preferable that particles 6 be present in the first area 3, each particle being formed from the base material 1a and an oxide film 3a formed around the base material 1a. The optical component 100 includes the structure 10 having the configuration described above, and an optical element 4 mounted on the mounting part 2 via a resin adhesive 5.
