Provided is a small, low-cost device for operating a discharge lamp.  The operating device can reduce the glare at the time of start-up, suppress the uncomfortable feelings at the time of launching a beam of light, and easily reduce the variations among the discharge lamps.  The operating device includes an operating circuit section (2) which receives a DC voltage and converts the DC voltage into an output a discharge lamp (5) needs, and a control section (6) which receives the discharge lamp voltage and the detected value of the discharge lamp current and controls the operating circuit section (2) so that the electric power value is a predetermined target electric power value.  The control section (6) controls the predetermined target electric power value so that the predetermined target electric power value decreases from an output electric power value which is larger than the rated electric power value to the rated electric power value in several to several dozen seconds after the start-up of the discharge lamp (5).  The control section (6) sets the target electric power value after the start-up of the discharge lamp to a first output electric power value which is larger than the rated electric power value and increases the target electric power value to a second output electric power value which is a maximum output electric power value during a predetermined first time after the start-up of the discharge lamp.
