PURPOSE: A pattern creation panel of a form is provided to have practical, profitable effect and inexpensive cost by using particles of waste synthetic resin and waste rubber. CONSTITUTION: A pattern creation panel of a form is manufactured as follows. A coating resin is spread out to a thickness of 1.5~2mm by a spray method on a pattern portion formed in a bottom surface of a mold for forming a pattern panel, and is dried for 20minutes, to form a pattern portion coating layer(2a). A filler(3) composed of waste rubber particles 55weight%, waste synthetic resin particles 37weight%, and an adhesive 8weight% is inserted on the upper surface of the pattern portion coating layer. The filler is charged by compressing with a compression roller for high density, the mold is molded at a temperature of 40~50°C for 30 minutes. The coating resin is spread out to a thickness of 1.5~2mm on a plane portion(4) formed in the filler surface, and a plane portion coating layer(4a) is formed. And then, after the plane portion coating layer is dried for 20 minutes, and is out of the mold.
