<P>PROBLEM TO BE SOLVED: To provide a developing device for an image forming apparatus, the developing device preventing scratch on a developing roller; and to provide the image forming apparatus. <P>SOLUTION: The electricity removal sheet 8 is formed such that a base sheet 8a having stiffness required to maintain a state of being in contact with the developing roller 4 is wrapped with a conductive sheet 8b whose upper end side is bent, and jointed by both-sided adhesive tape. A curved portion of the conductive sheet 8b of the electricity removal sheet 8 is disposed in contact with the developing roller 4. Stress exerted on toner is reduced in the contact portion between the electricity removal sheet 8 and the developing roller 4.
