PROBLEM TO BE SOLVED: To prevent charge from being stopped before it comes to a full charge state in an IC for charge control, or a current from being kept supplied to the internal circuit of an IC from the secondary battery side, which results in discharge of a battery, when the input voltage has dropped. SOLUTION: A semiconductor integrated circuit for charge control includes a MOS transistor (Q1) for current control, which is connected between a voltage input terminal and an output terminal, a substrate voltage switching circuit (M1 and M2), which applies an input voltage or an output voltage to the substrate of Q1, and a voltage comparing circuit (12), which compares the input voltage with the output voltage, and it is constituted to control the substrate voltage switching circuit, based on the output of the voltage comparing circuit. Herein, the voltage comparing circuit is constituted to have intentional offset in a first potential direction, and the prestage of the first input terminal of the voltage comparing circuit includes a level shift circuit (19) which shifts the output voltage in a potential direction reverse to the first potential direction.
