<P>PROBLEM TO BE SOLVED: To provide a sound absorbing plate which can control a sound-absorption peak frequency, which facilitates construction, and which can make costs low; and to provide a method for manufacturing for the sound absorbing plate. Ž<P>SOLUTION: This sound absorbing plate, which is a burned product derived from heated expandable liquid slag particles as a molten water-granulated substance of municipal-solid-waste incinerated ash, contains 40-60 mass% SiO<SB>2</SB>, 15-25 mass% Al<SB>2</SB>O<SB>3</SB>, 10-20 mass% CaO, 2-5 mass% Fe<SB>2</SB>O<SB>3</SB>, 1-5 mass% MgO and 2-10 mass% Na<SB>2</SB>O, on an oxide basis, and includes a bulk density of 0.7-1.0 g/cm<SP>3</SP>and an airflow resistance of 0.2×10<SP>4</SP>-1.0×10<SP>4</SP>NS/m<SP>4</SP>.
