PURPOSE: A flame-retardant resin composition containing carbonized chaff powder is provided to reduce toxic brome-based retardant, to ensure excellent flame retardancy even though epoxy, melamine, or phosphate-based flame retardant with low fire retardancy compared with a brome-based retardant. CONSTITUTION: A method for manufacturing a flame-retardant resin composition containing carbonized chaff powder comprises the steps of: (S10) preparing carbonized chaff powder by burning chaff, pulverizing the carbonized chaff, and passing the carbonized chaff powder through a sieve of 200~500 mesh; (S20) mixing plastic resin 100.0 parts by weight, the carbonized chaff powder 1~ 100.0 parts by weight, flame retardant 1~50 parts by weight and an impact improver 1~50 parts by weight; (S30) melting the plastic resin by heating the mixture at 170~250 °C; and (S40) preparing a chip by solidifying the mixture.
