PURPOSE: A voltage generating apparatus and a non-volatile memory device including the same are provided to reduce power consumption by operating the non-volatile memory device with low reference voltage during a verification process of a voltage offer part. CONSTITUTION: A voltage offer part(150) comprises a program voltage generation part(151), an operation control part(152), a reference voltage generation part(153) and a reference voltage controller(154) for a program operation. The program voltage generation part generates program voltage as high voltage by performing voltage pumping according to an input clock. The operation control part controls the pumping operation in order to regularly maintain an output voltage level of the program voltage generation part. The reference voltage generation part outputs reference voltage in order to control the pumping operation of the program voltage generation part. The reference voltage controller outputs a control signal for controlling the reference voltage generation part.
