PURPOSE: A packet shaper device using a double regulator and a method thereof are provided to prevent bottleneck by adjusting twice a generated data frame with two regulators. CONSTITUTION: If frames are received from a plurality of subsystems, first regulators(210a-210c) adjust the frames. The frames have burstness of a predetermined level according to a primary bandwidth allocation gap value through adjustment. The second regulator(220) adjusts the frames outputted from the first regulators. The frames have the burstness of the predetermined level again through the adjustment.
