PROBLEM TO BE SOLVED: To provide a passenger conveyor moving handrail easy to manufacture by using thermoplastic elastomer recycled materials, and to provide its manufacturing method. SOLUTION: The passenger conveyor moving handrail comprises a first thermoplastic elastomer layer 2 in any color having an elongation-proof body 3 and applied to the outer face of a sectionally C-shaped sliding cloth 1, a second thermoplastic elastomer layer 4 in no color applied to the outer face of the first thermoplastic elastomer layer 2, and a third thermoplastic elastomer layer 5 applied to the outer face of the second thermoplastic elastomer layer 4 to form a surface layer in any color. Thus, the functioning strength can be covered by properly selecting the material and hardness of each thermoplastic elastomer layer, while preventing the see-through of the color of the first thermoplastic elastomer layer 1 and allowing easy manufacture of the moving handrail with required functioning strength.
