Disclosed is a method for manufacturing a plasma display panel, wherein a protective layer (9) is formed by depositing a base film (91) on a dielectric layer (8), then forming a crystal particle paste film on the base film by applying thereto a crystal particle paste in which a plurality of crystal particles (92a) composed of a metal oxide are dispersed, and then firing the base film and the crystal particle paste film. By this method, the plurality of crystal particles can be adhered to the base film in such a manner that the crystal particles are distributed all over the base film. The crystal particle paste has a viscosity at a shear rate of 1.0 s-1 of not less than 1 Pa·s but not more than 30 Pa·s.
