PROBLEM TO BE SOLVED: To provide a squirrel-cage rotor which is improved in characteristics during starting and in efficiency during operation, and to provide a manufacturing method and a manufacturing apparatus thereof. SOLUTION: In a rotor 1, outer peripheral conductors 7 having a large electric resistance are stored in outer peripheral slots 6 wherein a large current is caused to flow during starting, and the outer peripheral slots 6 are provided with a skew angle. On the other hand, inner peripheral conductors 9 having an electric resistance smaller than that of the outer peripheral conductors 7 are stored in inner peripheral slots 8 wherein a large current is caused to flow during operation, and the inner peripheral slots 8 are not provided with a skew angle. In core materials 5 which constitute the rotor 1, the outer peripheral slots 6, the inner peripheral slots 8, and slits 10 are formed in separate processes. A processing accuracy is improved by using a manufacturing apparatus 20 which defines the engagement position of an upper mold 21 and a lower mold 22 by at least two position defining sections 25.
