The characteristic feature of the device is that the core (21) of the housing body (20) is from a protoenstatite ceramic stabilised with a sintered glassy phase, and the porous shell (22) at least partially covering the core (21) is from 0.6-1.1 mm thick magnesium silicate with added alpha-corundum, and the active material coating (23) located on the porous external surface (22a) of the shell (22) is Ni-Mg oxide produced using heat treatment from a Ni-Mg double salt and, in a given case, contains Ni-Si components.
