A method, device and system for controlling of program playing are disclosed. Said method includes following steps: deciding the program right according to the program right control policy obtained from policy providing module and the program metadata obtained from metadata providing module; deciding whether the program is accessible during the playing time of said program according to the deciding result. Said system includes following modules: metadata providing module, used for saving and providing program metadata; policy providing module, used for saving and providing the policy for controlling of program right; service controlling module, used for deciding the program right according to obtained program metadata and the policy for controlling of program right, and deciding whether the program is accessible during the playing time of said program according to the deciding result. The solution above can decide the program right accurately and flexibly, and control the playing of program well according to deciding result.
