The present invention discloses a downlink data scheduling method which includes the following steps: before the base station schedules and/or transmits downlink data, it judges whether conflict between downlink feedback and measurement gap may occur; if so, the downlink scheduling and downlink packets transmission will be normally executed, and the downlink feedback will be canceled by the terminal. The base station schedules and retransmits the downlink packets after the end of the measurement gap. Or the base station deems that the transmission of the downlink packets is successful, then schedules and transmits new downlink packets. The present invention also discloses a downlink data scheduling apparatus. The scheme of the present invention improves the utilization ratio of downlink resource when downlink feedback collides with measurement gap.
