<P>PROBLEM TO BE SOLVED: To provide a plasma processing device capable of effectively purifying a toxic substance discharged from an internal combustion engine, especially hydrocarbon, even in starting the engine. <P>SOLUTION: This plasma processing device 1 is provided with: a main body part 10 on which an introduction port of purified gas and an exhaust port of purifying gas are formed; an insulator honeycomb 11 in which a plurality of cells to be channels of the gases are partitioned and formed by bulkheads in an inside space of the main body part 10; an electric conductor honeycomb 12 arranged free to transfer heat to the insulator honeycomb 11; an electric discharge electrode 13 arranged opposed to the electric conductor honeycomb 12 and to form a pair of electrodes with the electric conductor honeycomb 12; and a pulse power source to apply pulse voltage to a pair of the electrodes.
