<P>PROBLEM TO BE SOLVED: To provide a developer electric field conveyor, suitably setting the conveying state of a developer in the developer conveying direction, and an image forming apparatus, favorably forming an image with a developer by providing the developer electric field conveyor. <P>SOLUTION: A toner supply device 6 is configured to supply charged toner T to a latent image forming surface LS of a photoreceptor drum 3. A toner electric field conveyor 62 is stored in the toner supply device 6. The toner electric field conveyor 62 includes a conveying electrode 63a, a conveying electrode support film 63b and a conveying electrode overcoating layer 63d. The conveying electrode overcoating layer 63d is formed to cover the conveying electrode 63a.
