<P>PROBLEM TO BE SOLVED: To determine on a train accurately the train's position and whether it has stopped within a predetermined range using non-power supply ground units with a simple structure. Ž<P>SOLUTION: A non-power supply ground unit 3 set along and between rails 2, has a plurality of passive type RFID tags 6a-6x, each of which is assigned a unique identifier and common ground information. The ground unit, being simple in structure, expands communication range by overlapping communication ranges of RFID tags 6a-6x with each other to stably transmit information to the train 1. The non-power supply ground units 3 are set with predetermined distances before and after the traveling direction of the train 1 with respect to the predetermined stop position ranges.
