PROBLEM TO BE SOLVED: To provide a combustion state detecting device can determin abnormality of a flame detecting means and an abnormally high temperature at the periphery of a burner section. SOLUTION: As the reference level for determination by comparison with an output of a flame detecting section 2 is switched to a first level for determining the presence or absence of flame, a second level for determining the probability of occurrence of abnormality of the flame detecting means 3 of the flame detecting section 2 during combustion, and a third level for determining the abnormally high temperature at the periphery of the burner section 1 when a combustion state is changed to a combustion stop state, wrong determination on the occurrence of abnormality caused by temporary change of the flame during the combustion can be prevented, and further the abnormal temperature at the periphery of the burner section 1 can be determined without needing the abnormally high temperature detecting means.
