The plant has a biological treatment reactor with a rotating shaft (62) carrying cylindrical elements for cultivating aerobic or anaerobic microorganisms used to break down organic matter in the effluent. The cylinders are in the form of thin discs (60-1, 60-2, 60-3), each made from two parallel plates (70, 72) separated by a cellular material (74) with open cells and with the outer surfaces of the plates acting as supports for the microorganism cultivation. The reactor is located after a pretreatment unit in which floating and sunken materials are removed from the effluent, and before a clarifier.
