PROBLEM TO BE SOLVED: To provide an optical amplifier and an optical oscillator that make a double clad type plane optical waveguide compact, perform amplification with high efficiency, and prevent or suppress parasitic oscillation and amplified naturally emitted light from the double clad type plane optical waveguide. SOLUTION: Signal light 110 is reflected at least once by signal light reflecting means 12 and 13 to be propagated in multi-path mode, and then while the double clad type plane optical waveguide 10a is made compact, the optical amplifier is made high in efficiency. Further, a second end surface 211 of the double clad type plane optical waveguide 10a is made not parallel to a first end surface 210, and a third end surface 212 and a fourth end surface 213 of the double clad type plane optical waveguide 10a are made not perpendicular to a first boundary surface 200 to prevent or suppress parasitic oscillation and amplified naturally emitted light generated in the double clad type plane optical waveguide 10a.
