PROBLEM TO BE SOLVED: To provide a control system, a control method, and a control program for shift-stage switching by which is prevented such an improper determination of shift-stage switching that makes an acceleration action unfeasible. SOLUTION: The sift-stage control system detects a shift-stage, a load factor, and an acceleration in running state of a vehicle. Based on correlative information between a load factor and an accelerator which are preprogrammed in response to the detected load factor and a detected shift-stage, correlative information between the load factor and the accelerator which are preprogrammed in response to a shift-stage one-stage higher than the detected shift-stage, and detected acceleration, it is determined whether acceleration action is feasible or not in the case where one-stage upshifting is made.
