PURPOSE: A bus arbitration circuit having a double structure and a method therefor is provided to reduce a standby time for occupying a bus and minimize overhead caused by bus arbitration. CONSTITUTION: A receiver(52) is connected with a global bus for receiving a reference clock, an occupying signal, and an arbitration signal to output the received reference clock, occupying signal, and arbitration signal to a control unit(51). The control unit(51) generates a transmission arbitration signal to be synchronized with a timing clock outputted from a clock selecting circuit for reserving use of a bus in the case that a processor generates a transmission request signal. If the received occupying signal is released, the control unit(51) generates a transmission occupying signal simultaneously with releasing the arbitration signal. A driving unit(53) is connected with the global bus for outputting the occupying signal and the arbitration signal outputted from the control unit(51). A data transmitter and receiver(54) is connected with the global bus for interfacing data between the processor and the global bus.
