摘要 <p><P>PROBLEM TO BE SOLVED: To improve efficiency of prediction between layers in hierarchical encoding, and to rightly perform decoding. <P>SOLUTION: A spatial decimator 104 performs spatial reduction processing on an input video signal, and a base layer encoder 105 encodes the spatially reduced signal. A base layer decoder 106 locally decodes base layer encoded data to produce a locally decoded signal. A spatial interpolator 107 performs spatial enlargement processing on the locally decoded signal to produce a high-resolution decoded signal. A spatial high-frequency component estimator/enlarger 108 estimates/enlarges a spatial high-frequency component on the basis of the locally decoded signal. An adder 111 adds the spatial high-frequency component and the high-resolution decoded signal to produce an inter-layer prediction signal. and an enhancement layer encoder 109 performs encoding with prediction using the inter-layer prediction signal.
