<p><P>PROBLEM TO BE SOLVED: To prevent a foreign matter from being generated from a laminated circuit board. <P>SOLUTION: A power substrate 78 includes a substrate body 301 composed by laminating first, third, fifth and seventh layers 311, 313, 315 and 317 as insulating layers and second, fourth and sixth layers 312, 314 and 316 as layers including conductors. The outer side face 301c of the substrate body 301 is covered with a cover member 304.
