PROBLEM TO BE SOLVED: To provide an optical element achieving low power consumption and high response speed by suppressing parasitic capacity, and to provide a method for manufacturing the same. SOLUTION: The optical element 1 includes: an insulating substrate 3 having a through-hole 2 formed so that its opening size becomes larger and larger from a first surface 7 side to a second surface 8 side; a first transparent substrate 4 bonded to the first surface 7 side of the insulating substrate 3; a second transparent substrate 5 bonded to the second surface 8 side thereof and forming a liquid storing part 6 with the first transparent substrate 4 and the through-hole 2; a first conductive liquid 12 stored on the first surface 7 side of the liquid storing part 6; a second liquid 13 stored on the second surface 8 side of the liquid storing part 6, having a different refractive index from that of the first liquid 12, and made not to be mixed with the first liquid 12; a conductive layer 9 formed to succeed to the peripheral surface of the through-hole 2 and the second surface 8; and an insulating layer 10 covering the conductive layer 9.
